Noise study finds Franklin sports complex too noisy at times

A Milwaukee County noise study found that The Rock Sports Complex in Franklin is sometimes too loud for nearby residential communities.The study follows years of noise complaints from neighbors in Franklin and nearby Greendale. WISN 12 News obtained video from one neighbor’s backyard just west of The Rock Sports Complex. In the video, you can hear an announcer from the Savannah Bananas baseball game last weekend. Neighbors say noise like that can keep them awake until 11 p.m. and can wake them up as early as 7 in the morning. The study, conducted by outside agency RSG, found that the noise can sometimes be heard in neighborhoods up to two miles away.”Even with the windows closed, the air conditioning on, the fans on, everything is shut up tight — we still hear it,” said Joy Draginis-Zingales, who lives near the complex.Milwaukee County’s audit committee shared the results of the noise study Wednesday, something people living nearby say they’ve been waiting for since before the Milwaukee Milkmen baseball field opened in 2019.The study found neighbors could clearly hear the complex’s loudspeakers on their property.”It’s equivalent to standing 50 feet from a freight train. That’s how loud it is. Standing 50 feet from a freight train,” said neighbor Dana Gindt.According to the study, fireworks and some live music violate Franklin’s noise ordinances. The ordinance reads: “No person shall operate, permit the operation or allow his or her property to be used for such operation of anything which makes or causes a sound at a level between 70 dBA and 79 dBA as measured at the real property boundary of the noise source or beyond 50 feet from the noise source when operated in a public space without a permit.” The study also says the owners of the Rock Sports Complex did not allow any sound monitoring on the property, so the agency had to put their measuring devices outside the grounds.People living nearby are asking for another noise study conducted on the sports complex property. “That’s why the citizens are a little concerned because that’s not what we asked for. We asked for a sound study at the complex to evaluate the noise,” Gindt said.The study also made some recommendations to fix the problem. Some recommendations include conducting a study on the grounds, changing the positioning of some speakers, and evaluating the complex’s equipment to make sure it is working efficiently. WISN 12 News reached out to the complex’s owners for comment, but have not heard back.
